The question is: "Have you had a chance to look over the quarterly report yet?" It asks if you have already read the report.
(A) answers directly: you say "Yes" and add that you have notes—this fits perfectly.
(B) talks about a "new report" and thanks the speaker; it never says if you looked at the current report, so it does not really answer the question.
(C) offers to set up a meeting about project details; again, it does not say whether you read the report.
(D) is not provided, so it cannot be evaluated.
Therefore, (A) is the only choice that clearly answers the question that was asked.

The phrase "have a chance to" means to have the opportunity or possibility to do something. It’s often used to express that someone is able or allowed to try, experience, or achieve something. For example, "I had a chance to meet the CEO last week" means the person had the opportunity to meet the CEO. It can also suggest a likelihood of success, like "She has a good chance to win the competition," meaning she’s likely to win. This phrase is commonly used in both casual and formal English to talk about opportunities or probabilities.

The phrase "drag my feet" means to delay or avoid doing something, usually because you don't really want to do it. Imagine literally walking slowly, like you're reluctant to move forward—that's the image this phrase brings to mind. For example, if someone says, "I know I need to start my homework, but I'm really dragging my feet," it means they’re putting it off, probably because it feels boring or overwhelming. We use this a lot when someone’s procrastinating or just not very eager to get something done.
